REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
February 6, 2024 7:00 PM

Commissioner Susan Dean called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman, Susan Dean and Jim Coleman were present. Mayor Bruce Peltier and Commissioner Tammy Kendell were absent. Chief Strike was also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Commissioner Susan Dean led those present in the Pledge of Allegiance.

Minutes of the January 16, 2024 Regular Meeting were approved as presented.
Clerk McIntire advised that Mayor Peltier was unable to attend the meeting tonight so our Commissioner of Accounts and Finance, Susan Dean, has the authority to lead the meeting in his absence.

Reports of Village Officials
Chief Strike reported that he’s started going around town and taking pictures of properties that need addressed for when spring clean-up begins. That won’t begin until sometime in March. Chief Strike advised that he’ll go into more detail when the Mayor and all Commissioner’s are present.

Remarks from Guests
Village resident, Deb TerBush, had a question about golf cart registrations. She wanted to know how people should handle registering their golf carts and/or side by side if they can’t make it in during office hours. Both Chief Strike and Clerk McIntire advised that those people can contact the office and it can be arranged to get everything taken care of.

Unfinished Business
There was no unfinished business.

New Business
Clerk McIntire advised that she’s given the Council copies of the current budget sheets and figures of where line items currently stand. Please contact the appropriate Village employee to see if there are certain projects or upcoming costs that need to be figured in for the next fiscal year budget.

Discussion of Water/Sewer Rate Increases was tabled until the next meeting.

Clerk McIntire provided the Council with a copy of a prior years Annual Newsletter for an example of what information was included in the past. Some of it has already been updated, but if anyone would like to add anything specific, they are to let Clerk McIntire know. This won’t be sent out until May, unless they’d like to change that date.

Next on the agenda was to Discuss/Approve Seeking Bids for Garbage and Waste Disposal Service’s – current contract with Republic expires June 30, 2024. Clerk McIntire provided a draft of dates and bid specifications that will be mailed out to surrounding companies if they wish to do so. Sealed bids will be accepted by the Tampico Village Clerk at 202 W. Second St., P.O. Box 219, Tampico, IL, 61283-0219, (815)438-2505 until 3:00PM, March 4, 2024. Bids will be publicly opened and read at the Tampico Village Council’s Regular Meeting on March 5, 2024, at 7:00PM in Tampico Village Hall. A motion to approve seeking bids for Garbage and Waste Disposal Services was made by Commissioner J. Coleman, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and J. Coleman. The motion carried.

Building Permits
There were no building permits to be approved.

Communications
Clerk McIntire reported that Sauk Valley Media is no longer providing Text Caster, which was a way to notify Village residents about town notices through a text message. Sauk Valley is going with a different program and will no longer provide that option for Municipalities. The Village can start their own account with Text Caster, but it will cost $100 a month to do so. Clerk McIntire advised that she and Utilities Clerk, Jennifer Vails, have come up with an option that may work. The Village has a cell phone that is used for meter readings but can also send out text messages that would not cost anything because it has unlimited text message capabilities. If Tampico residents would like to receive text messages about town notices, we could use that phone to do so. They would just have to notify the office with their name, address and phone number in which they would like to receive the texts. This is a way to get information out to those individuals who do not have internet. They would only be receiving notices that affect the Village of Tampico, and they cannot reply or send text messages back. If they want to contact the Village Hall office, they will still need to call our 815-438-2505 phone number. The Council members liked the idea and wish to move forward with that option.

Clerk McIntire reminded those individuals that need to complete the Statement of Economic Interest Forms to please do so as soon as possible.

Clerk McIntire reported the Village has currently received two (2) bids on the Crown Vic PD Squad that is for sale. Bids can be received until February 16, 2024, which will be opened publicly by the Village Council and the February 20, 2024 Regular Village Meeting.

Clerk McIntire advised that the office was contacted by Mike Mudge with Rock River Energy. The current Municipal Aggregation Contract with Dynegy with end in September of 2024. At the next meeting we will need to approve a Resolution for them to help the Village, along with surrounding communities, start the process of seeking bids for the best energy cost rates for our residents and small business owners. That information will be provided in your next meeting packets.

Bills were ordered paid on a motion by Commissioner J. Coleman, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, Dean and J. Coleman. The motion carried.

The Council said a Happy Birthday to both President Ronald Reagan and Village Superintendent, Tyler Chriest.

The meeting adjourned at 7:12 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, February 20, 2024 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
