REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
March 5, 2024, 7:00 PM

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman and Jim Coleman were present. Commissioners Susan Dean and Tammy Kendell were absent. Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Reports of Village Officials
Chief Strike reported that he and Superintendent Chriest have been working on the process for condemning properties. He provided the Mayor and Council with information. He showed them a copy of the notice that will be placed on the doors of these properties. The information stating what the violations are will be placed on the door along with the notice. Chief Strike advised the owner of these properties will also receive certified mail about the violations so that way our offices know they know what’s going on. The 305 S. Main property will be the first one we start with. Once that is sent and if nothing is done after 30 days, another notice will be sent. If nothing is done after that, Village attorney, Mr. Shirk, will have to get involved. Chief Strike advised that in the past, people normally respond after 30 days. There are currently 4 to 5 properties that need addressed. When the notices are posted on the doors, they’ll be sure to take a picture with the date of when it was done. There will be a record of everything in case it goes to court. Chief Strike just wanted to make sure the Council is on board with moving forward with this process because there will be fees if Mr. Shirk has to get involved. The Mayor and present Council members agreed to move forward.

Superintendent Chriest advised he had a few items to discuss. Chriest said that everyone seemed to like the idea of getting the dumpsters to help with the bulk waste in town, but he wanted to know if it should wait until the new fiscal year or if it’s ok to start it with the current budget. Clerk McIntire advised that with the numbers quoted, there is still enough in the budget to cover the cost. Chriest would like to have the dumpsters available on April 18th and 19th from 3:00PM to 5:00PM and on April 20th from 10:00AM to 2:00PM. That way it can be available to everybody in town. The dumpster will be placed out at the lagoons west of town past the ball diamonds so they can be locked when not in use. Chriest advised that should be enough time to get it filled up and after the first 2 days we should be able to decide if a second dumpster is needed. Residents will be required to show their utility bill in order to use the dumpster since this is only offered to Village residents. The Mayor and Council members agreed on the dates and times.

Chriest then started to discuss dates for the one-time Electronic Waste drop off for Village residents. That would take place at the Village garage located at 103 East Fourth street on May 4th from 9:00AM to 12:00PM. Chriest advised that they’ll also accept normal car and truck tires at that time with a cost of $5.00 per tire. A utility bill will also be required for this service.

Chriest also reported that hydrant flushing will take place on April 1st through April 5th. The Mayor and Council thought that all sounded good and information will be put out about each event.

Next on the agenda was the approval of a fence permit for 208 E. Market St. – D. Mays. Chriest said this permit had some questions on the property line, so he looked it up on the Whiteside County GIS and they had a question mark for the lot dimensions. Chriest suggested that they move the fence in 6 feet more and they were fine with that. A motion to approve the fence permit was made by Commissioner J. Coleman, second by Commissioner S. Coleman. “Yes” votes were S. Coleman, J. Coleman and Mayor Peltier. The motion carried.

There were no remarks from guests.

Unfinished Business
First under unfinished business was to discuss budget sheets. Clerk McIntire advised that she provided the Council and Department Heads a rough draft of the current figures for the FY 2024 budget. That rough draft shows a surplus so if any specific line item needs changed, they are to let Clerk McIntire know before the March 19th meeting where the Appropriations Ordinance will be approved. Clerk McIntire advised that she made changes in certain areas already that she knew would have increases, but she can make more changes if needed as long as it’s before the next meeting.

Next, Clerk McIntire reminded to have any submissions for the annual newsletter to her office before mailing that will take place May 1st. A rough draft will be provided to the Council before mailing.

Lastly under unfinished business was to discuss water/sewer rate increase. Clerk McIntire provided a copy of the ordinance showing the rate increase amounts if the Council is to increase just the sewer rate to meet the required amount needed for the sewer relining grant. If this is what is decided, it will be a total increase of $1.77 to the minimum utility cost. It would be an increase to just the sewer and not the water. Clerk McIntire advised that they can look at a possible water rate increase next year since they wouldn’t be doing one this year. This will be on the agenda to approve at the next meeting unless there are changes to be made. That way we can let residents know during the month of April because the sewer rate increase would become effective on May 1st of 2024.

New Business
Next, the Council opened the bids that were provided to the Village for Garbage and Waste Disposal Services. All bids were opened in the order in which they were received.
First was Green and Clean Disposal out of Morrison, IL. Option 1 is $8.00 per residential dwelling with trash in 35-gallon bags either in resident owned container or curbside. The maximum garbage would be up to (5) 35-gallon bags per dwelling and also includes one bulk item per week which is defined in size as no larger than a typical dining room chair. Option 2 is $10.50 per residential dwelling with trash in 35-gallon bags in (1) Green and Clean provided 95-gallon container per dwelling and all bags must be contained inside the container. If recycling is added, it would be an additional $8.00 per dwelling per month.
Next was Midwest Disposal and their solid waste service and pricing breakdown based on and estimated 289 homes for year 1 would be $12.79 per home, year 2 is $12.79 per home, year 3 is $12.79 per home, year 4 is $13.30 per home and year 5 is $13.73 per home. That includes 1 free bulk item per week and a 95-gallon cart. They can also provide 65-gallon or 45-gallon carts for elderly and disabled customers. Pick-ups would be on Fridays as specified. If recycling was added it would be an additional $6.00 per home for the first 3 years, then year 4 would be an additional $6.30 per home and year 5 would be an additional $6.60 per home. And recycling would be picked up every other week.
Next was Republic Services with a 5-year contract for 1-time weekly trash and 1-time annual clean-up with every other week recycling offered as an option. Year 1 without recycling would be $14.50 per home and $19.25 with recycling. Year 2 would be the same. Year 3 without recycling would be $15.23 per home and $20.21 with recycling. Year 4 without recycling would be $15.99 per home and $21.22 with recycling. Year 5 without recycling would be $16.79 per home and $22.28 with recycling. Each home would have (1) 95-gallon cart with smaller carts available upon request for senior citizens. Additional carts can be provided for $4.00 per month billed directly to residents from Republic. They will also provide dumpsters to those Village owned properties listed in the RFP and for the annual clean-up.

Lastly was from AM Disposal LLC with services covering the Village of Tampico with 95-gallon totes. An additional tote can be provided at the rate of $2.00 per month. There is 1 free bulk item per week. The rate is $14.50 per month per household for the first 2 years with a 3.5% increase in the rate per year to account for inflation and operational costs for years 3, 4 and 5.
Clerk McIntire advised that she’ll make copies for the Council to take a closer look and if they have any questions or concerns Clerk McIntire can reach out to the companies for those answers. Commissioner J. Coleman asked if there was mention of offering a dumper for annual clean-up. Mayor Peltier said only Republic had that included. Clerk McIntire advised that the option for that was discussed after mailing out the bid specifications. Mayor Peltier said that can be something we ask to include once we get our decision narrowed down.

Building Permits
Building Permits approved by Zoning Administrator, Tyler Chriest, were 104 E. Fourth – Entry Doors, 208 E. Market – Skid Shed and 207 S. Washington – Roof.

Communications
Clerk McIntire reported that the office received a notice of a recall on the 2018 Ford PD Vehicle that was recently purchased. The recall states that it’s for the A-pillar applique trim clip attachment and when parts are available, Ford Motor Company will send a letter to inform us to contact our dealer to schedule the repair. They also stated that the vehicle is still safe to drive until the parts are available for repair.

Clerk McIntire also advised that the Tampico Historical Society and Museum are holding a Tampico Sesquicentennial Meeting on Wednesday March 20th and 6:00PM. They are looking for more community members to represent local businesses and organizations.

Bills were ordered paid on a motion by Commissioner S. Coleman, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, J. Coleman and Mayor Peltier. The motion carried.

A motion was made by Commissioner J. Coleman, second by Commissioner S. Coleman at 7:28 PM, to leave the Regular Meeting and go into a Closed Session to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Employees of the Public Body and Possible Action on Any Item Discussed in Closed Session as Allowed by 5 ILCS 120/1 and the Illinois Open Meetings Act. “Yes” votes were S. Coleman, J. Coleman and Mayor Peltier. The motion carried.

A motion was made by Commissioner J. Coleman, second by Commissioner S. Coleman at 7:47 PM to leave the Closed Session portion of the meeting and return to the Regular Open Meeting. “Yes” votes were S. Coleman, J. Coleman and Mayor Peltier. The motion carried.

The meeting adjourned at 7:48 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, March 19, 2024 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
