REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO
July 2, 2024, 7:00 PM, Reagan Community Center
Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Jim Coleman and Tammy Kendell were present. Commissioner Susan Dean was absent. Chief Strike and Village Public Works Superintendent, Tyler Chriest, were also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the June 18, 2024 Regular Meeting were approved as presented.
Reports of Village Officials
Village Superintendent, Tyler Chriest, thanked all the volunteers that helped with the storm clean up around town. There was a lot of help and it’s very appreciated.
Chriest then advised that the pavilion at Booth Park was damaged by a tree from the storm, so insurance has been contacted and a quote was given on the cost of the repair for approximately $7,568.00.
Chief Strike reported that he’s been in contact with the State’s Attorney Office about the issue of the vehicle obstructing the view on the corner of Main Street and Kimball Street. They will contact Chief Strike tomorrow on how to move forward with the issue.
Chief Strike also advised that the time frame has come due on the condemned building owned by Beverly Adamson on Market Street. The next step would be to contact the Village Attorney, William Shirk, if the Council wishes to do so.
Chief Strike also reported that the computer that was spoken about previously would cost $1,499.00. That would also include a docking station. Chief Strike said that can be ordered tomorrow if approved by the Council. The body cameras have also been ordered. The Mayor and Council said if the computer is needed, they approve it.
Remarks from Guests
Ronnie Church was present as the President for the Lions Club. They have looked at the damaged pavilion at Booth Park, as that was originally donated and maintained by the Lions Club. Church said that when he became a member in 1970, there were 20 members in the Lions Club at that time. There are only 2 members left that were alive when that pavilion was built. There are now 9 members remaining for the Lions Club. Those members got together, and it was decided that they would like the Village to now be responsible for maintaining that pavilion. The Club no longer has the help to maintain it. Clerk McIntire advised that the Village has it covered under insurance, so that shouldn’t be an issue. Church advised that if it’s needed, the Lions Club could possibly get a grant to help. If it gets to that point, reach out and they’ll see what they can do to help. Commissioner J. Coleman said we’ll probably have it covered under insurance. Commissioner Kendell said we appreciate the Lions Club. Church said if you need help, just let me know. The Mayor and Council thanked him.
Unfinished Business
First under unfinished business was to review updates on the Lead Service Line Inventory. Commissioner Kendell said she was told that 14 to 15 new appointments were made since the last update. Kendell said we should check with them again to see where we’re at. Commissioner S. Coleman said she’ll contact MO-ST for an update.
Next, the Council reviewed the Lease Agreement with the Tampico Men’s Club. Clerk McIntire provided the Mayor and Council with a copy of the Ordinance and Lease Agreement that is set to be approved at the next Village meeting. Clerk McIntire advised that the notice has been published in the Sauk Valley newspaper today, and if anyone has any questions or concerns, they can reach out to her.
New Business
First under new business was to determine Resolution NO.R01-24-07-02 the Confidentiality or Release of Closed Minutes from January 1, 2024 to June 30, 2024. A motion to keep the Closed Minutes Confidential was made by Commissioner J. Coleman, second by Commissioner Kendell. “Yes” votes were S. Coleman, J. Coleman, Kendell and Mayor Peltier. The motion carried.
Next, the Council reviewed hiring a part-time employee for the Public Works Department. Mayor Peltier asked Superintendent Chriest to explain his request. Chriest advised that when that storm came through in the early morning, he ran into Jordan Pierceson who has had previous experience with Public Works out of Prophetstown. Chriest asked Pierceson for help which he did. He helped with a few tasks in the garage and helped at the lift stations and water tower with the generator. Chriest said Pierceson was a great help. It allowed Chriest and Zigler to take care of some of the damage while Pierceson made sure things were still running. Without that help it would have really slowed things down. Chriest advised that Pierceson would be great help for the times that Zigler is unavailable. Commissioner Kendell asked if Kelly Collinson was still working. Chriest said that Collinson hasn’t really been available since late September of last year. He’s had a few hours since that time. Pierceson could help when Zigler and Collinson are not available. Chriest said he’s fine with keeping Collison on the roster if the Council is ok with that. Kendell said you can have as much part-time help as you want as long as they are only working the allotted hours. Chriest said he would appreciate the additional help. A motion was made to approve hiring Jordan Pierceson as a part-time Public Works employee at $18.00 an hour on an as needed basis by Commissioner J. Coleman, second by Commissioner Kendell. “Yes” votes were S. Coleman, J. Coleman, Kendell and Mayor Peltier. The motion carried. Clerk McIntire asked Chriest to have Pierceson stop by the office to get his necessary paperwork.
Building Permits
There were no Building Permits to approve at this time.
Communications
Clerk McIntire advised that Village Hall will be closed on both Thursday, July 4th and Friday, July 5th. On behalf of the Village employees, Clerk McIntire thanked Mayor Peltier for allowing them to have Friday off.
Clerk McIntire also reminded everyone that Saturday, July 6th will be the first garbage pickup with Midwest Disposal, because of the July 4th holiday. Otherwise, pickup will still be on Friday mornings with everyone placing their bins at the curb by 6:00AM the day of. Clerk McIntire also informed that the bins are only to be at the curb either the night before or the day of garbage pickup. Otherwise, per ordinance, they are to be placed by the residence property when it’s not the day of pickup. That helps with traffic and helps keep your bins safe. Clerk McIntire also advised that the Village does not provide/charge garbage for businesses. That is up to the business owner to set up with the company. Residence are still allowed one bulk item per week.
Clerk McIntire also reported that road work with prime/oil will begin approximately Monday, July 8th on South Joy Street, Ross Street, South Grove Street, and patching on East Second Street and South Fremont Street. Commissioner Kendell said as long as people give it a few hours to set up and stay out of it, it will be good.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, J. Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:20 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, July 16, 2024 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
