REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.
Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Tampico Police Chief, Terry Strike, was also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.
Mayor Peltier led those present in the Pledge of Allegiance.
Minutes of the October 15, 2024 Regular Meeting were approved as presented.
Reports of Village Officials
Mayor Peltier reported that a drain was installed by the water tower to help prevent the large puddle that would form in front of the building.
Mayor Peltier also advised that he was emailed from a representative with DCEO in regard to the $100,000 grant that the Village was approved for. This came about when the mayor received a phone call from Senator Spain’s office that said this was applied for in 2018 by the State. It was recently awarded, and they are now distributing the funds. Mayor Peltier said there is a lot of paperwork involved, and he’s asked Jill Pepin to take a look at it to see what’s all required to be able to collect the funds. Commissioner Kendell asked what the funds would have to be used for. Mayor Peltier said it must be put towards bonded infrastructure, or anything that will last 15-20 years.
Mayor Peltier then asked the Council to start thinking about the possibilities for a Village Christmas Party. They could also approve a gift basket for Village employees or a small Christmas bonus. If the Council would like to have another Village Christmas Party, he would like to do it after the holidays, like it’s been done in the past, to help with scheduling.
A motion was made by Commissioner Dean, second by Commissioner S. Coleman, to approve a fence permit for 210 S. Lincoln St. – D. Tompkins. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
Remarks from Guests
Courtney Warren with CFPS was present to give the Council informational sheets with project updates and to be present for any questions they may have. Warren said tonight you’ll have the first reading of the access to records and the authorizing loan ordinance. This is just a step in the process that must be done and if there are any questions, please feel free to reach out.
Village resident, Carol Schultz, was present with concerns about the parking lot area and the poor lighting at the Tampico post office. She explained that she was concerned for her mother and her safety when going to the post office. Schultz said she knows that the State owns that road but was wondering if the Village could do anything to help the situation. Mayor Peltier advised that the Village has looked into using MFT funds to help fix that situation. It would be quite costly, and the Village would have to see how that would work since it is a state road. Commissioner Kendell said the Village could put some cold patch down to help level it for the winter, but that would not be a permanent fix. Commissioner Dean asked if there is a way to help with the lighting in that area, because it does get pretty dark in front of that building. Kendell said there used to be a light that illuminated that flagpole out front that helped with that. Mayor Peltier said we can get in touch with the Postmaster to see if there’s something they can do about the lighting. Schultz said they don’t own that building so it would be up to the owner of the building. Commissioner J. Coleman said to reach out to IDOT about the road issue and said the phone number to contact them is 815-284-5401. Schultz said thank you.

There was no unfinished business to report at this time.
New Business
A motion was made by Commissioner Kendell, second by Commissioner J. Coleman, to approve Ordinance NO.O04-24-11-19 Fiscal Year 2024-2025 Annual Tax Levy for all Corporate Purposes – Total Taxes Levied : $94,752.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner S. Coleman, second by Commissioner Dean, to approve the Engineering Agreement with Willett Hofmann and Associates for the Lead Service Line Replacement Project to be funded through the IEPA Public Water Supply Revolving Fund Loan Program for the estimated amount of $310,000.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
A motion was made by Commissioner Kendell, second by Commissioner J. Coleman, to approve the Engineering Agreement with Willett Hofmann and Associates for the New Water Treatment Plant Project to be funded through the IEPA Public Water Supply Revolving Fund Loan Program for the estimated amount of $711,000.00. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
Last under new business was the first reading for access to records and Authorizing Loan Ordinance NO.O05-24-12-03 authorizing the Village of Tampico, Whiteside County, Illinois to borrow funds for the Public Water Supply Loan Program. Clerk McIntire said this ordinance was provided to the Council to review in case there are any questions. This will be placed on the next meeting agenda for approval.
Building Permits
Building Permits approved by Zoning Administrator, Tyler Chriest, were 212 S. Lincoln St. – Porch Repair, 208 S. Washington St. – Roof Porch, 305 N. Joy St. – Roof, 207 N. Benton St. – Solar and 108 S. Lincoln St. – Gutters.
Communications
Clerk McIntire provided the Council with their copies of the Illinois Municipal League magazines.
Clerk McIntire advised That the Girl Scouts will be started their cookie sales in the area starting January 3, 2025 through January 19, 2025. They will be delivering the cookies and have cookie booths (where given permission) February 1, 2025 through March 9, 2025.
Clerk McIntire reported that Jennifer Sleeman reached out about possibly renting a room at the RCC for a business. She currently holds yoga classes at the RCC and pays for the room rental with 50% of her earnings that she makes for the month from the classes she provides. If she started using the room for a business, she would need to sign a lease agreement with a monthly rental fee similar to the other businesses that currently rent rooms at the RCC. That can be discussed further if Sleeman decides she would like to do so.
Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner Dean. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.
The meeting adjourned at 7:18 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, December 3, 2024 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
