REGULAR MEETING OF THE MAYOR AND COUNCIL OF THE VILLAGE OF TAMPICO

April 1, 2025

Mayor Bruce Peltier called the Regular Meeting of the Tampico Village Council to order at 7:00PM.

Commissioners Sherry Coleman, Susan Dean, Jim Coleman and Tammy Kendell were present. Village Superintendent, Tyler Chriest, was also present. Village Clerk, Jamie McIntire, was present and recorded the written and audio minutes.

Mayor Peltier led those present in the Pledge of Allegiance.

Minutes of the March 18, 2025 Regular Meeting were approved as presented.

Reports of Village Officials
Superintendent Chriest reported that the gazebo roof at Reagan Park has been completed by Total Construction Services. Chriest thanked the Council for the opportunity to get that taken care of. Everyone agreed that TCS did a good job and that it looks very nice.

Superintendent Chriest also reported that the hydrant on East Third Street has been replaced. Chriest advised that it didn’t go as planned but it all worked out. Chriest thanked all those involved with their efforts to make it happen, including the clerks in the office and the Mayor and Commissioners for helping and making sure things ran smoothly. The Mayor and Council thanked Chriest and said it was a good job done.

Mayor Peltier advised that he had somewhat of an update from gWorks. They are waiting on their executive board to be back in the office, which is sometime this week, for approval of the proposed reimbursement and cancellation of the contract. Mayor Peltier said hopefully by next week we’ll have a proposal and make a plan as to how to move forward.

Remarks from Guests
There were no remarks from guests.

Unfinished Business
First under unfinished business was to discuss leasing Village owned lot next to Tampico Township building to the Tampico Township. There were no updates on this topic, so it was tabled until the next meeting.

Next on the agenda was to discuss a donation to the Tampico Township for a digital video billboard. There was no updated information on this topic, so it was also tabled until the next meeting.

New Business
A motion was made by Commissioner Dean, second by Commissioner S. Coleman, to approve Community Funding & Planning Services Agreement for Project Name – Administration of Water Treatment Project. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried. Clerk McIntire advised that the project fees would be requested directly to the IEPA Loan Funds, depending on how everything works out. This would not come out of Village Funds for either agreement. Approving these two agreements will give the Village points regarding our applications.

A motion was made by Commissioner J. Coleman, second by Commissioner Kendell, to approve Community Funding & Planning Services Agreement for Project Name – Administration of Lead Line Service Replacement Project. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

Building Permits
Building Permits approved by Zoning Administrator, Tyler Chriest, were 207 W. Market St. – Siding and Roof Repairs.

Communications
Clerk McIntire advised she spoke with Mallory Wetzell, a representative of the Tampico Days Committee now known as Elevate Tampico. Wetzell said they have officially opened an account and are ready to take over the Tampico Days funds. The action to close the account and turn the funds over to the Elevate Tampico Committee will be placed on the next meeting agenda.

Clerk McIntire also reported that the Elevate Tampico Committee donated the funds to purchase the three frisbee golf baskets that are now placed out at the Village Ball Diamonds. The Mayor and Council thanked them for their donation.

Clerk McIntire reported that Utilities Clerk, Jennifer Vails, has sent out reminder letters to those individuals that purchased a golf cart sticker in previous years but have not come in to renew them. She asked them to either come and renew the sticker or let the office know if they no longer require one. There are close to half that have not come in to renew. It may be worth discussing before next season’s renewal of a late fee to be applied to those who do not renew in the time that is requested by our office. The Mayor and Council agreed with that suggestion.

Mayor Peltier asked Superintendent Chriest of the dates for the hydrant flushing. Chriest advised that, weather permitting, the hydrant flushing will take place between April 7th through the 11th. Residents may experience discolored water or low pressure during that time which is expected whenever there is a disruption of the system. But these services are necessary for our infrastructure.

Bills were ordered paid on a motion by Commissioner Kendell, second by Commissioner J. Coleman. “Yes” votes were S. Coleman, Dean, J. Coleman, Kendell and Mayor Peltier. The motion carried.

The meeting adjourned at 7:10 PM. The next Regular Meeting of the Tampico Village Council is Scheduled for Tuesday, April 15, 2025 at 7:00 PM in the Reagan Community Center located at 202 W. Second Street.
